She's definitely loud, trying to give an impassioned speech, saying they shouldn't work until they get some answers. Basically, Nonon is working up to trying to convince those who take clients in the house to go on strike soon. Until they get answers on where people go when they disappear, or what the hell the Maeve are doing to protect them from the killer who obviously can operate until the witches noses without notice. Basically it's time for the works to seize the means of production!
